Hardware Setup: not sure what this means, Im a kid

Problem description: when I print with some filaments, such as a glow in the dark filament, it works fine. When I print with a PLA like this one, it does this every time. Please help, this is driving me crazy!

What I tried: I have replaced the nozzle, checked the tubing, did a cold pull on the filament, leveled the bed, tried higher temperatures, tried faster and slower print speeds.
